The community was established to address a clear need for joint exploration, cross-industry collaboration, and investment in quantum technologies from both the public and private sectors. It recognizes that neighboring countries have been developing strong quantum ecosystems for years, indicating a path Belgium should also travel. Furthermore, while quantum research is active in Belgian universities and research institutes, the startup scene is lacking compared to other European nations.

The Quantum Circle has several work groups (WGs) focusing on specific aspects:
Research WG: Undertakes use-case-based research mapping, capability and requirements matching, and demonstration development.
Technology WG: Identifies and leverages quantum tech for practical applications through technology roadmap sharing, global innovation scouting, and best practices exchanges.
Business WG: Connects with the B2B market for enterprise adoption and co-creates new business services, offering conference & in-company pitching, industry-focused support, and use case sharing.
Society WG: Prepares Belgium for the societal change and impact of quantum by public policy engagement, societal impact reporting, and ethical guidance sharing.
Ecosystems WG: Collaborates with national technology and business federations and exchanges practices with international ecosystems.

The Quantum Circle aims to gather all stakeholders in quantum computing, secure communication, and sensing. This includes private sector companies, startups, public sector offices, academic and research institutions, technology providers, advisory and consultancy firms, federations and associates and of course international ecosystems.
